Alt+tab window switcher doesn't show obscured windows

Bug Description

Environment: "Ubuntu classic", no desktop effects

1) Maximize a Firefox window
2) Open one other application, say Calculator
3) alt+tab back to Firefox. Calculator is now hidden, because Firefox is in front of it.
4) Press and hold alt+tab.

The window switcher will show that you are about to switch back to Calculator. It will also draw a nice outline around the Calculator window. However, the outline is all you can see of the window. The actual calculator is still hidden behind the Firefox window.

Expected behaviour: the calculator should be raised temporarily, so you can see what you're about to switch to. ("Temporarily", because if you release and re-press tab, switching to a different window, then the Calculator window should drop back again).

In 11.10, the inconsistency has been addressed - by not drawing the border for completely obscured windows. So far, I think it's a perfectly reasonable solution.

EOL have been reached, so no more maintenance. If that issue still exist, then report again using ubuntu-bug.
