When the Janitor autoconfirms a bug, it should explain why

Bug Description
What happens:
When the Janitor auto-confirms a bug (because it has > 1 "affects me" votes) it simply flips the status of the New bugtask. This can be confusing if you forget (like me) that the Janitor does these things. It makes even less sense when you receive the information by email. See bug 831851 for an example of this.
What should happen:
The Janitor should add a comment to the bug, of the nature "This bug has been automatically marked as Confirmed in $TARGET because it (affects more than one person|has duplicates)." That should remove the confusion.
