Update to GPL'ed version 1.3.0pre11

Bug Description

With the newest version of KQEMU being released under the GPL, this can now be shipped as a part of the kernel proper, we should upgrade to the GPL'ed version of the accelerator.

This would be nice to get into the default feisty kernel tree. This way there are two options for easy virtualization, kqemu for non-virtualization hardware and kvm for virtualization hardware.

ajmitch has OKed the UVFe, so I'm just trying to find one more. Then we can sync from Debian, and move this to universe.

Did the UVFe include QEMU 0.9.0 as requested in bug #85605? Or was the decision not to include a working qemu-img binary in Feisty? Not seeing it in Universe yet. Was this point missed?
