Bug Description

jubany has 1.15.5.6ubuntu4.5.0.ISPATCHED.10.04

The latest bzr-builddeb installed on jubany requires 1.15.7 which includes dpkg-mergechangelog.

I've commented out the merge hook installation, again, in the mean time.

Getting an up-to-date dpkg-dev will allow us to finally use the better hook provided by spiv in bzr-builddeb.

Experiment in progress:
- poolie did install and test dpkg-mergechanlogs in the scripts/ dir
- I've enable the merge hook installation again (shelving it) in bzr-buildden (scripts/plugins/builddeb)
- I'm monitoring the imports waiting for some real ones to occur before declaring success
