Please sync maven-plugin-tools 2.8-1 (universe) from Debian unstable (main)

Rationale:
Required as currently maven2/antrun-plugin toolchain is broken (see syncs for
maven2-core/maven2) and an upgrade to this source package version is included
in the fixes that we need to sync from Debian.

Also requires new version of jtidy (bug 837990), maven2-core (bug 837931) and
maven2 (bug 837932) all of which need to be synced and published first.

Testing: Rebuild with newer versions of maven2-core, maven2 and jtidy in PPA
as this is part of the build toolchain this should be sufficient.
