Opening a new distro release to translations should be done with a live system

Bug Description
Right now, when we want to open a distro release for translations, we need to put launchpad offline for, at least, three hours which is a lot.
We should change the opening process to handle this use case without turning off launchpad.

We already did Feisty opening, reducing it's priority. It should be implemented for Feisty + 1
