Occasional one pixel height discrepancy in the task bar

Bug Description
It looks like the task bar is drawn with a certain height,
but then the bottom line of pixels is erased in some parts.
I can consistently make the discrepancy occur by selecting
the theme Crux, then Human, and then right-clicking in
an empty region of the task bar. When the popup menu goes
away, the task bar that was beneath the popup will be one
pixel thinner.
