Sometime an off-topic comment is added on an existing question. It should be possible for answer contact to click a button to hide such comments from the display.
The display of that comment would be skipped when viewing the page for most users, except to Answer Contacts which would see a the comment box with 'Inappropriate comment hidden.' box. A link to the content would then be available and it would be possible to show the comment again with a button.
