$ python-dbg -c 'import ORBit'
[26750 refs]
Fatal Python error: ../Objects/tupleobject.c:169 object at 0x8186bdc has negative ref count -1

I have he himself error.

$sudo apt-get install python-dbg
[Ok ...]

$ python-dbg -c 'import ORBit'
Traceback (most recent call last):
  File "<string>", line 1, in <module>
ImportError: No module named ORBit
[24970 refs]

you need to install python-pyorbit-dbg

removing the milestone; only affects the python-dbg build.
