command/plugin to download upstream source tar

Bug Description

There should be a command to download a package's upstream source tar. Or possibly a hook onto bzr branch ubuntu:foo

What's the use case for this exactly? I've wanted such a command too, though mostly for testing bzr-builddeb itself.

My current workflow is

apt-get source apackage
<edit packaging>
<add changelog entry>
debuild
<fix bugs I've introduced>
debuild -nc
<yay, it's working>
debuild -S
<might run in pbuilder to be sure>
dput ubuntu apackage

apt-get source nicely sets me up ready to run debuild. bzr branch ubuntu:apackage does not.
