Merging two Persons may cause the resulting Person to be subscribed twice to bugs

Bug Description
If Person Foo gets merged into Person Bar, and both Foo and Bar are subscribed to the same bug, Bar will end up being subscribed twice to the bug.
First of all, a db constraint should be added to prevent this from happening. After that, it should be ensured that the person merge won't trigger this constraing. It might be that the person merge has to special case the bug subscription table.

In bug 219752 (this bug dupe), James Blackwell reported that the user Karlm M. Kittilsen is subscribed twice to bug 204010.
Checking the DB, that user has a merged account: https:/
