Bug Description

As seen on https://launchpad.net/~ubuntu-kentucky it is possible for a team to have no active members. That includes the team owner. The owner of that team has been receiving errors when trying to reactivate their membership.

It seems that there should always be at least one active member.

Teams are allowed to have no members because the owner will always have the
rights to add new members and/or change the team's owner.

Please report the exacto problems that the owner is having, since that would
be the actual bug.
