[apport] apt-check crashed with ImportError in <module>()

Bug Description

Binary package hint: update-notifier

Update-manager broke after latest update for Feisty 7.04 , 26th Feb.
Have tried reinstalling but is still broke.
Several people have noticed this on the Ubuntu forums.
