Nova charges ahead if --api_paste_config points to a bad path

Bug Description
When setting the --api_paste_config argument in the flagfile it must point to a valid path. If this path does not exist nova quietly boots with the defaults. This causes nova to appear to be running successfully, but not with the expected config. Nova should at least cry Leroy Jenkins and inform the user it is ignoring the api_paste_config and charging ahead anyways.

I was running an old version of nova, the current trunk nova spits out a stack trace and a "Could not find paste config" error.
