swift-init use /etc/swift without a way to change it

Bug Description

swift-init enforce the use of /etc/swift for configuration directory but there is no way to change it (and we have a swift_dir variable that does that).

There is a lot changes that needs to be done to the code to allow change /etc/swift to another directory and it would be much easier (for the code and for the user) if we use an environment variable, would that be acceptable to have a SWIFT_DIR env variable for these things (obviously will default to /etc/swift)

I don't think this is worth the effort as for most of it it works properly only for a few maintenance scripts, will set it as invalid.
