Bug Description
ordering issue in the documentation - a basic explanation of the metadata file, options for it, and the hooks expected would be useful before hitting the "writing a charm" tutorial segment.

This section kind of starts with that exact order..
The first section is "Creating the charm" and discusses metadata.yaml. Then Have a plan discusses what to think about before trying to do the next part, which is write hooks.
I think the docs may have been out of date when you filed this, but they've since been updated. Closing as Invalid. Flip the status back to 'New' if I've missed the point of your problem statement or if the docs are still in a bad order.
