Bug Description
STR:
1) Edit the config.yaml of a charm to introduce a yaml parse error (ie. change some spaces to a tab)
2) Deploy the charm
ER: Notified of a parse error, or some issue in the config.yaml
AR: The charm is not found: `2011-11-07 16:25:30,942 ERROR Charm 'local:
