Bug Description
Rackspace legacy authentication returns the bunch of service urls that a user is allowed to access in specific headers.
The existing legacy authentication code returns the service urls just for the default tenant.It should return the service urls for all the tenants with which user has a role relationship.

The 1.0 spec only had one URL to return. Returning the default tenant is the correct behavior.
