Acq: Entire from_bib list doesn't transfer

Bug Description

When creating a selection list from "Load Catalog Record IDs", and clicking on "Save Items to Selection List" and then "Save All" only transfers the current page of items to the selection list.

Similar to #810030 and probably some code overlap here. I've applied the fix for that bug and still get this problem.

It's debatable that it might be expected behaviour, it might be better to have "Save Selected", "Save All on Page", "Save All" options.

ver. 2.7.2
the following actions result in a successful load of only 26 of 55 record Id's:
Acquisitions -> Load Catalog Record IDs -> Load more items
choose a file (report) with first row of column headers, 56 lines of data with record ID in first column
shows 26 terms loaded
click Retrieve Records
List of line items appears beginning with line item ID#20852 - #20866 for first page of 15
scroll back to top and click on next
Line items #20867 - #20877 for the next 10
scroll back to top and click on next
Event 2002: DATABASE_QUERY_FAILED -> The attempt to query to the DB failed.
Saving line items to a selection list results in the 26 line items on a selection list, nothing else.

Managed to load up to 30 items, never more than that.
