udev not setting permissions on all non-removable devices correctly

Binary package hint: udev

Using udev 103-0ubuntu13 in feisty devices do not appear to get the correct groups:

root@phoenix:/var/log# ls -l /dev/sda*
brw-rw---- 1 root disk 8, 0 2007-03-05 14:16 /dev/sda
brw-rw---- 1 root root 8, 1 2007-03-05 14:16 /dev/sda1
brw-rw---- 1 root root 8, 2 2007-03-05 14:16 /dev/sda2
brw-rw---- 1 root root 8, 5 2007-03-05 14:16 /dev/sda5
brw-rw---- 1 root root 8, 6 2007-03-05 14:16 /dev/sda6
brw-rw---- 1 root root 8, 7 2007-03-05 14:16 /dev/sda7

In edgy, the all the above devices would have been root:disk. I'm guessing its not a rules failure as they appear to be correct, but udev itself is not properly setting the permissions. This breaks backing up with tools like amanda that use the 'backup' user by default.
