Bug Description
1. Create am image which is in saving state for ever
Procedure to create an image which stays in saving state for ever
a. Create a vm
b. take a snapshot
c while the snapshot is in saving state delete the vm
Or full the /tmp directory at the Compute node where the VM present
2. Create an VM wait till its active.
3. Rebuild the VM with the image in saving state (created by above procedure)
Observation: VM stays in rebuild/pending state for ever
4. Rebuild the instance with a good/active/HP provided standard image
Observation: Instance still stays in pending state and never comes to active
