the x11-common in Distribution updates cannot install

Bug Description

Binary package hint: x11-common

Binary package hint: x11-common

I cannot install package x11-common (feisty, package is: x11-common_1:7.2-0ubuntu4.deb) because it displays only:

Configuring x11-common
Incorrect nice value
Please enter an integer between -20 and 19.

but it does not provide dialog to enter a valid nice value ... If I hit enter for "OK", this dialog displays again. Even no way to exit, I had to kill dpkg from another terminal.

I will confirm this bug with the following addition -> Ubuntu give me the dialog but any number I choose is without luck - I tried 0 but debconf dialog tould me then.. to give a number between -20 or 19. I tried a lot of inputs there - no way. After each input + Enter I was noticed to choose a number between -20 and 19. Something is broken.

From command line the same behavior -> Input number was not accepted - then again -> the dialog which told me to choose between -20 and 19.
