It is impossible to install the devhelp related packages as they all depend (directly or indirectly) on devhelp-common (=0.13-1ubuntu1) but only 0.13-2ubuntu1 is available in the repositories.

Thank you for your bug. That's not a package bug, the amd64 build was not available yet
