tenant settings rc download only lists 10 tenants

Bug Description

When logged in as admin, going to settings -> Tenant settings, the dropdown of available tenants to get rc files for only displays 10 tenants.

Expected to see a complete listing of all the available tenants.

the table on syspanel/tenants shows only 10 entries, too. looks like it's the same bug, both views are using the method tenant_list(request) in horizon/horizon/api/keystone.py.

not tested, returns "keystoneclient(request).tenants.list()" only 10 entries by default?

This is a duplicate of Bug #904003 which tracks support for limit/marker pagination in Horizon once implemented in keystoneclient. When that bug is closed this won't be an issue anymore since we'll set an arbitrarily large limit for the list calls and be able to fetch more if needed.
