Erroneously running instance reaper ignoring suffixed name-labels

Bug Description

We have instance-labels that are suffixed with '-rescue' and '-orig'.

Since the running-instance-reaper is doing an exact string match, we're missing these. That means if an instance is deleted but, due to a corrupted migration, the original source instance is still around, we won't be able to detect and reap it.

The solution here is to make the name matching more robust.
