argparse provide breaks builds

Bug Description

python and python2.7 provide python-argparse
this ambiguity causes packages that build depend on argparse to not resolve the dependency.

hopefully only having one package providing argparse solves the issue

there was also a problem with this in packages, that had versioned dependency "argparse >= 1.1" in setup.py, but the argparse in python2.7 does not install argparse.egg-info so version is not known.
