add explanation on branch page for import branches

Bug Description

This page says:

> This branch has no summary.

> You cannot upload to this branch. Members of VCS imports can upload to this branch.
> Join the team.

We don't really want people to try to join vcs-imports.

It would be nicer to say

  This branch holds an import from the svn branch svn://oetuaoheunhaoun. You cannot upload to this branch.

and link to general description of how imports work, and for bonus points say when it was last synced.

"When it was last synced" is implemented and blocked on code review.

The rest of the proposal is nice, and should be done because the current UI is quite confusing indeed.

I have a branch that just omits the upload instruction for import branches. Further Fridays will we be needed to display information about the import.

We should display the import details on the branch page.

The existing import details view is series/@@+importstatus. In a branch context this should be modified to link to the productseries and not to the branch.

Or we could just ignore this until we use the new data model.
