USB 3g modems dont switch to ttyUSB until udevadm trigger

Bug Description

After completed install of xubuntu precise i386:

inserting any USB modem, none are recognised (I tried E220, E169 and E160E)

in dmesg all you see is the fake CDROM device, indicating the usb modeswitch isnt happening

eventually I tried `udevadm trigger` with the E220 plugged in, and it switched to serial and I could connect to the Internet with it when modemmanager eventually found it. From this point on any of the modems are recognized as USB serial when you plugin them in.

After reboot, back to square one until the first time you do a udevadm trigger.

I just tried Ubuntu Precise Alpha 2 and looks like this is also the case with CDMA modem.
I use ZTE AC2726. It is detected as CD-ROM, and can't be ejected. When I try to eject it, either via Disk Utility or terminal, I got the following error:

"eject: unable to eject, last error: Invalid argument"

In my case, using 'udevadm trigger' doesn't work.

This ought to be fixed at the udev level if anything -- usb-modeswitch is triggered by it, if it doesn't get started and udev requires manual triggering there probably is something to do there, or some usb issue.

Also, maybe check if after upgrading to 1.2.3+repack0-1ubuntu1 fixes the issue.

Any progress on this one? Upgrading to Ubuntu 12.04 beta2 does not seem to solve the problem. In my case sending the udevadm trigger does not seem do anything.
