Bug Description
Release 0.28 fails to build in Postgres persistent queue support. Some digging revealed that the autoconf changes in revision 481 were incomplete when it comes to postgres and libpq.
I have resolved the issues and written a test for using Postgres. I will push the branch shortly.

Could you write up a paragraph or so about how to get PG working with Gearman? This is something that has been missing from our docs for a long time (which is why it is not tested).
