Bug Description
1) Security for the course worksheet deployment needs to take the user's permission to modify the course into account before allowing the operation.
2) From the gradebook, the Deploy as Course Worksheet action needs to allow the user to choose which course to deploy to if there are more than one and not even allow the action if there are no courses assigned to the section.
