Bug Description
Due to the way nova does resize (basically a migrate) we loose a small window of bandwidth data on Xenserver. Solve this by emitting a .exists event with the bandwidth before resize. This is similar to bug 925587, with similar solution in a different part of the code.

Ok, I'm confused by all this
The fix for bug #925587 addresses resizes, not rebuilds ... and it looks like we send a usage exists notification before starting both rebuild and resizes now
