gdmsetup should be in administration

Binary package hint: gdm

right now gdmsetup is under Preferences->Login Window, but I think it should be in the Administration category, since it requires sudo rights to run and changes system wide settings.

Thank you for your bug. This upload fixes the bug:

 gdm (2.18.0-0ubuntu2) feisty; urgency=low
 .
   * debian/patches/04_menu_changes.patch:
     - use the "System" category so the menu item is listed
       to the administration menu (Ubuntu: #93092)
