extra launcher in the middle of the screen after rearranging monitors

Bug Description

I cycled through a few internal/external monitor configurations (testing bug 745112) and then got a second launcher right down the middle of my screen. It responds to clicks and there is some mouse resistance as I move across the left edge of it. I don't especially want a launcher there.

Yeah, I got this too while testing bug #917522.

I think this new behavior may be just an evolution of the earlier bug. This probably should be duped to #917522.
