Some dpkg errors don't fail the activity on lucid

Bug Description

If dpkg returns an error, for example that the Packages file is corrupt or user doesn't have super-user privileges, the activity still succeeds. We need to somehow figure out that an error happened and fail the activity.

This affects lucid only. On other releases python-apt raises an exception when trying to commit the transaction.
