Swift Sphinx site won't build correctly without a docs/build directory present

Bug Description

The page http://swift.openstack.org/misc.html is not building correctly as some sections are missing doc strings - apparently it builds locally just fine, as long as a doc/build directory is present.

It appears 'eventlet' is missing causing build failures for certain docs pages

Fixed by jeblair. Now builds on the swift buildbot which has the require dependency.
