Bug Description

This change:

Fixed the bandwidth polling, but introduced another network_api lookup. Since the notification has access to the info_cache we can skip looking up the vif to get the instance_id.

    Do not hit the network_api every poll

    * Store only the mac address in the bw cache
    * Gather bw records by the list of macs from an instance
