From the logs: "useradd: não foi possível bloquear /etc/passwd; tente mais tarde."
I think this means that useradd could not acquire a lock on /etc/passwd.

I'm not sure that this is a bug. Do you know of any reason that the user database would have been locked at the time? Can you check to see if /etc/passwd.lock exists now? What were you doing at the time of the error?
