missing package iso8601 from pip-requires list in horizon Essex-3 tag

Bug Description

Tried installing horizon from source using Essex-3 tag, i found its missing package iso8601

I have attached the patch by adding the same in the file.

You filed this bug against Keystone. Are you sure this is a keystone issue? I don't see iso8601 used in keystone. It also looks like it's in pip-requires for both nova and horizon already.

It was for horizon. I had modified it.
