people page showing internal URL for gpg keyserver

Bug Description

Probably due to the fixes for bug 81269, the people pages now show an unreachable URL for downloading someone's GPG key (keyserver.internal), rather than the keyserver.ubuntu.com URL that used to be there.

e.g.:

1) go to https://launchpad.net/~keescook/
2) click on 17063E6D
3) see error
