Splashy continues to conflict with usplash and thus fails to start despite removing usplash startup links

Installing splashy
remove system startup links for usplash
add links for splashy
set the appropriate line in grub with vga=791 (also tried vga=792)
reboot
Splashy doesn't work
usplash still work
sudo splashy test return with -3 error (cannot start)
