x11-common conflicts with xephem

Binary package hint: xorg
Why is this? As far as i'm aware no version of ubuntu has ever included a packaged xephem (i believe the license prohibits this, but iamnal). This means i can not install a package of xephem i have prepared myself, which in fact i used to use fine on an ubuntu edgy install. If there is no justification for the conflict, then i request it be removed, or made to conflict with a version <= whatever has been supplied in the past that requires this conflict if my previous asserstion is incorrect.
My assumption would be this was added to deal with broken upgrades from someone who has manually installed the debian (very very old version) packaged xephem, but i would assume that was indirectly due to a dependcy on a motif library, probably lesstif1 as ubuntu feisty only supplies lesstif2
FYI thi is on x11-common 1:7.2-0ubuntu8 on feisty
Thanks, feel free to contact me if you need anymore information, access to my xephem package source etc (although again my understanding of the license makes this appear prohibited)
