Looks like an old version of keystone (keystone-manage token add); I'm guessing these packages are not updated for essex-4?

Regardless, with keystoneclient, you might try using 'keystone' instead of 'keystone-manage', or if you're using keystone essex-3, 'keystone-manage create_token'.

for better or worse, we're not tracking packaging bugs here, as OpenStack leaves the packaging to other folks (downstream projects). It's a totally valid bug, but I'm afraid invalid for Keystone as a project right now. I recommend contacting the folks you retrieved the package from and having them ping us if there's something we can do to help them package the latest Keystone correctly.
