Bug Description
Binary package hint: update-manager-core
Quagga needs manual attention on upgrades. Please make do-release-upgrade hold the package and note the admin about it when it's all done, as discussed on IRC. Thanks.

This is releated to #45761. The rational for the behaviour of quagga can be found in http:// bugs.debian. org/cgi- bin/bugreport. cgi?bug= 389768
I think that the behaviour of quagga is wrong and it should either be fixed or worked around for feisty.
