Bad error message upon exceeding instance quota

Bug Description

When trying to launch an instance with no available instances/memory in quota - the following error is displayed:

Error: Unable to launch instance: Quota exceeded: code=%(code)s (HTTP 413)

It should be better to restrict the "Launch instance" form from submitting, when there is no available quota for some detail at all.

I don't exactly think so either, but i really don't like the unconverted argument in the error message ("code=%(code)s"). Getting that fixed in the RC, at least, would be nice.

It appears that error message comes from an exception through the API. The message text is somewhere further down the stack and not in Horizon itself.
