Bug Description
Just deployed everything using devstack and I can't seem to fetch the EC2 credentials. Horizon gives a generic error ("Error: Unable to fetch EC2 credentials.") and keystone logs an error (see attached log excerpt).

This is actually caused by not having a scoped token. Once you scope the token it should work.
However I think this should be left open, as the error should probably be dealt with in a better fashion than a server error/explosion.
