I believe the behavior when "Lock To Panel" is enabled is inconsistent between "Move" and "Remove From Panel".
When an icon has "Lock To Panel" selected, the menu selection for "Move" is grayed-out (disabled) however the "Remove From Panel" can still be performed regardless of the "Lock To Panel" setting.
If a user goes through the trouble to lock an icon, I bet it would be fair to assume that they don't want that icon to be either moved or accidentally removed. To then remove it, the user would then uncheck the "Lock To Panel" after which time they then would be allowed to select the "Remove From Panel".
