[needs-packaging] GNU Texinfo manual

Bug Description

While there is a texinfo package, there isn't a package providing the GNU Texinfo manual (<http://www.gnu.org/software/texinfo/manual/texinfo/>) which tells users how to create Info files to document their software (or whatever they want to document).

Correct me if I am wrong, but at this moment I think this bug can be closed because the package texinfo-doc-nonfree (in universe) supplies the requested manual.
