scrollbar disappears before i can click to drag it

Bug Description
From gnome-terminal, I pull up edit->keyboard shortcuts. When I put the cursor over the resulting window, the scrollbar appears outside. When I move to the scrollbar to drag it, it disappears. I can play this game for hours without successfully dragging.
