Quantum admin doc should include ax example for complete configuration of a plugin maybe OVS

Most plugins include their own documentation, which can include such examples. For example, look at the OVS plugin docs: http://openvswitch.org/openstack/documentation/

Devstack also provides a working example configuration that is probably more likely to be maintained than an example configuration that exists solely for documentation purposes.

As a result, I'd prefer that the quantum admin guide contain only links to plugin-specific documentation, with the exception that it currently describes how to configure the SamplePlugin, so the user can perform basic quantum testing.

Dan, I didn't find the details appropriate here. So, I thought its best if we maintained our doc well.
