GCM should replace desktop effects in the control panel

Bug Description

Binary package hint: gnome-compiz-manager

GCM offers the same options that DE does, and then some more. DE is fine for new users who don't know that further compiz configuration is possible, but those who install GCM probably don't want to use DE.

So, in order not to overpopulate the control panel, if GCM is installed the DE entry should not appear in the control panel, only GCM should. If for whatever reason GCM is uninstalled, THEN DE should appear again.

This package no longer ships in Ubuntu post-gutsy.
